Security Camera and Video Surveillance (CCTV) Policy

  1. The University, through the Director of ICT, shall regulate and manage all CCTV within SIMAD University, guided by all relevant regulations, including the university’s data protection policy.
  2. Approved users of the system may only monitor live images in pursuance of the university’s general security procedures. These images must not be used or shared for any other purpose.
  3. Only the Director of ICT, in consultation with Deputy Rector Institutional Development, is authorized to allow:
  1. Reviewing of the recorded images.
  2. Editing and copying of recorded images
    1. Any release of visible recorded images shall be prohibited except with written approval from the Director of ICT, which shall be made in accordance with university policies and regulations
    2. All surveillance activities within the university shall be done to boost security within the university
    3. Appropriate equipment and systems, particularly CCTV, shall be used to capture quality images to help adequately serve the core purpose of their installation. Any disclosure or release of images from the CCTV system shall abide by all the provisions of Personal Data protection
    4. Responsible Staff must ensure at all times, with the exception of any screen or spot monitors in the public areas, other system images and records are not accessed and or viewed by any unauthorized 3rd party at all time
    5. The University shall ensure that all surveillance records will be stored securely in a restricted access area
    6. Use of CCTV on SU property shall be promoted to enhance the security of the university and the university community members.
    7. The CCTV cameras shall be used in monitoring various activities in the University among other safety purposes including protection of university community members, university property, crime investigations among other reasons like deterrence of criminal actions
    8. Any use of security technologies for purposes other than the safety and security purposes contemplated by this Policy is highly prohibited.
    9. Activities involving monitoring and controlling Security camera shall be done in adherence to professionalism and integrity values of the university. The following shall be undertaken to achieve this outcome:
  3. Training of Camera control operators in appropriate legal, ethical and technical aspects on camera use
  4. Ensure Camera control operators have adequate knowledge and understanding of all provisions and procedures in this policy and possess a copy of this policy for references during any confusions or any action implementation
  • Director of ICT may also conduct periodic, unscheduled reviews of the Camera Control Operator and other system to ensure compliance with provisions of this policy.
    1. CCTV shall not be used to monitor safety and record images in private areas such as residence hall rooms and bathrooms.
    2. CCTV Monitoring activities shall be restricted to only activities which are not in violation of privacy rights
